International Standard Organization ή International Organization for Standardization.

Guide to the Expression of Uncertainty in Measurement.

The 'GUM Workbench' program is used to analyze the uncertainty of physical measurements and calibrations. The analysis and computations follow the rules of the 'ISO guide to the expression of uncertainty in measurement' and the requirement document EAL-R2 of the 'European cooperation for Accreditation of Laboratories'.

Computation examples of the EAL-R2 can be analyzed with the help of the program. They are included with the software package as example models.

GUM Workbench supports a systematical procedure in building an uncertainty analysis as required by the EAL document. Starting with the mathematical equation which models the physical relationship of quantities in the respective measurement, the data needed for the analysis, like the standard uncertainty or the distribution of values, is interactively requested. Appropriate classification of the input values according to the available information controls the analysis process.

The result of the analysis is a clear table of the uncertainty budget. This table holds all used measurands with their symbols and values, the assigned standard uncertainty and actual degrees of freedom, the sensitivity coefficient worked out by the model equation and their contribution to the standard uncertainty of the result of the measurement. In the end the complete result of the examination is presented as a value with connected expanded uncertainty and automatically selected coverage factor. All values are rounded to a convenient number of decimal places.

For documentation purposes the result of the uncertainty analysis together with all input data can be printed as a report. All input texts are part of the printout and used for a clear and structured documentation. Before the actual printing process is initiated you can check the result in a preview window.

The analysis together with all the input (the model equation, the values and all the texts) can be saved in a file with a selectable name. That way the examination is available at any time for a later check.

Each saved analysis can be used as a starting point for new uncertainty analyses utilizing the same model but using new or changed data. Therefore the program is suited especially for the examination of the influence of the various values and their accompanying uncertainties on the result.

Bureau international des Points et Measures.

The Convention of the Metre (Convention du Mètre) is a treaty that created the International Bureau of Weights and Measures (BIPM), an intergovernmental organization under the authority of the General Conference on Weights and Measures (CGPM) and the supervision of the International Committee for Weights and Measures (CIPM). The BIPM acts in matters of world metrology, particularly concerning the demand for measurement standards of ever increasing accuracy, range and diversity, and the need to demonstrate equivalence between national measurement standards.

The Convention was signed in Paris in 1875 by representatives of seventeen nations. As well as founding the BIPM and laying down the way in which the activities of the BIPM should be financed and managed, the Metre Convention established a permanent organizational structure for member governments to act in common accord on all matters relating to units of measurement.

The Convention, modified slightly in 1921, remains the basis of international agreement on units of measurement. The BIPM now has fifty-five Member States, including all the major industrialized countries.

The European Foundation for Quality Management, EFQM, was founded in October 1989 when the CEO/Presidents of 67 European companies subscribed to our Policy Document and declared their commitment to achieving EFQM mission and vision.

The Foundation set up a team of experts, from industry and academia, to develop the EFQM Excellence Model, a holistic framework than can be applied to any organisation, regardless of size or sector. This was first used to support the assessment of organisations in the European Quality Award in 1992.

Over the last 25 years, we have seen many changes. The Model has adapted and evolved over time to reflect changes in the global market place.Hundreds of organisations, from both the public and private sector, have participated in the EFQM Excellence Awards, including Robert Bosch, BMW, VW, Xerox, Ricoh, Grundfos, Philips, EDF, as well as small less known organisations.

WHO has played a key role for over 50 years in establishing the WHO International Biological Reference Materials and in developing Norms and Standards (WHO Guidelines and Recommendations) on the production and control of biological products and technologies.

The Norms and Standards are developed by the biological program and the WHO Expert Committee on Biological Standardization (ECBS) in close collaboration with the international scientific and professional communities, regional and national regulatory authorities, manufacturers and expert laboratories worldwide. Their establishment is therefore based on international consensus resulting from wide scientific consultation.

The Norms and Standards are intended to assist WHO Member States in ensuring consistent quality and safety of biological medicines and related in vitro biological diagnostic tests worldwide.
